The Harris County Tax Assessor-Collector & Voter Registrar maintains tax accounts and collects property taxes, performs vehicle registrations and title transfers, and facilitates the voter registration process for stakeholders in the nation’s third largest county. About this Position

The Harris County Tax Assessor-Collector’s Office is seeking an experienced, strategic, and results-driven Chief Financial Officer (CFO) to manage the office’s financial operations and budget. Reporting to the Chief of Staff, the CFO is responsible for overseeing the collection and management of revenue, ensuring the financial integrity of the office, and maintaining sound fiscal oversight. The CFO will work closely with the Tax Assessor-Collector, senior leadership, and other departments to develop and manage the office's financial strategies, ensuring alignment with county goals and compliance with all regulatory requirements.

Job Duties & Responsibilities

Strategic Financial Leadership

  1. Collaborate with leadership to align financial goals with the overall mission of the Tax Assessor-Collector’s Office and Harris County.
  2. Advise the Tax Assessor-Collector and Chief of Staff on financial strategies, policies, and risk management.
  3. Lead the creation and implementation of revenue-generating opportunities while ensuring compliance with legal and regulatory requirements.
  4. Provide insights into financial performance, trends, and emerging issues, offering actionable recommendations for improvement.
  5. Lead the development of financial policies and procedures that ensure transparency, accountability, and fiscal responsibility.

Team Leadership & Development

  1. Lead and mentor a team of financial professionals, fostering a culture of high performance, collaboration, and professional development.
  2. Oversee the recruitment, training, and performance management of finance division staff to ensure high standards of financial accuracy and service.
  3. Drive continuous improvement in financial processes, leveraging technology and industry best practices to streamline operations.

Financial Oversight & Revenue Management

  1. Oversee the collection, management, and distribution of billions of dollars in revenue, including property taxes, motor vehicle fees, and other sources of county revenue.
  2. Ensure that all financial processes comply with federal, state, and local laws and regulations.
  3. Establish and maintain comprehensive financial systems to track and report on revenue collection and expenditures.
  4. Develop, implement, and monitor revenue forecasting models to ensure accurate financial projections.

Budget Management & Planning

  1. Lead the development and management of the office's annual budget, ensuring alignment with strategic goals, priorities, and the long-term fiscal health of the office.
  2. Provide detailed financial reporting and analysis to the Tax Assessor-Collector and executive leadership, enabling informed decision-making.
  3. Monitor and manage the office’s expenditures, ensuring effective allocation of resources and adherence to budget limits.
  4. Identify cost-saving opportunities and implement financial controls to improve efficiency and reduce waste.

Financial Reporting & Compliance

  1. Ensure accurate and timely preparation of all financial statements, reports, and filings in accordance with applicable standards.
  2. Collaborate with the Deputy Chief of Staff on the office’s compliance with internal financial controls, auditing requirements, and regulatory standards.
  3. Work with external auditors during annual audits and ensure timely resolution of any identified issues.

Education and Experience

  1. Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field.
  2. Minimum of 5 – 7 years of progressively responsible experience in financial management, with at least 3 years in a senior leadership role overseeing large-scale financial operations.

Knowledge, Skills, and Abilities

  1. Extensive knowledge of financial accounting, reporting, budgeting, and revenue collection.
  2. Proven ability to lead and motivate a team, manage multiple priorities, and align financial strategies with organizational and County goals.
  3. Deep understanding of government accounting standards, auditing processes, and legal compliance requirements.
  4. Strong ability to analyze financial data, identify trends, and provide strategic recommendations for financial performance improvement.
  5. Excellent verbal and written communication skills, with the ability to present complex financial information clearly to non-financial stakeholders, including elected officials and the public.
  6. Familiarity with financial management software and systems (e.g., CGI Advantage, STARS - PeopleSoft), and advanced skills in Excel or other financial analysis tools.
